Theory of Change
Theories of Change are the ideas and hypotheses (“theories”) people and organisations have about how change happens. These theories can be conscious or unconscious and are based on personal beliefs, assumptions and a necessarily limited, personal perception of reality. (Hivos ToC Guidelines 2015: p.12).

This ToC Note comes from the Hivos Action Learning Group and shares experiences on what is required for a good ToC process, what type of ToC capacity can be strengthened and what capacity is required to be a good facilitator.
Facilitating a ToC process entails various elements. From our experience there are two elements we find essential: the facilitation process and ToC capacities. These cannot be separated, in the process a facilitator has to acknowledge present capacities and build new ToC capacities.
